    A. A SITE PLAN REVIEW is required for various procedures requiring City approval as follows:
    1. New Development or Additions in any Business, Industrial or Multiple Family zoning districts.
    2. Re-Use of business or industrial buildings that requires more parking than the previous use.
    3. Reorganization of parking, drives and entrances in any Business, Industrial or Multiple Family Zoning districts.
    4. Zoning District Change (preliminary site development plan)
    5. Variances
    6. Conditional Use Permit
    7. Planned Unit Development
    8. Substantive changes, as determined by the Zoning Administrator, to approved Site Plans or existing developed sites
    B. REZONING is required to change the zoning district classification if the proposed use of a building or site is not allowed in the existing zoning district classification.
    C. A CONDITIONAL USE PERMIT is required for uses classified as uses allowed by Conditional Use Permit in the Zoning district in which the property is located.
    D. VARIANCES are required when a proposed development does not meet the specific provisions of the zoning district in which the property is located. Usually variances pertain to dimensional or numerical requirements but may apply to other requirements as well. Variances to allow uses that are not allowed in a zoning district are prohibited.
    E. PLANNED UNIT DEVELOPMENTS (PUD) are allowed in any zoning district with the approved plan serving as the new development regulations and thereby superceding the strict provisions of the zoning code.
    F. ZONING CODE AMENDMENTS are required when an applicant seeks to classify a specific use as allowable (either as a permitted or conditional use) in a district that otherwise does not allow it. It may also be used to permanently change other requirements of the Zoning Code.
    G. SIGN PERMITS are required for some types of signs.
    H. PRELIMINARY AND FINAL PLATS are required for any unplatted parcel of land into two or more lots or tracts any of which is less than five acres for the purpose of transfer of ownership or building development.
    I. MINOR SUBDIVISION OF UNPLATTED TRACTS OF LAND may be allowed by an abbreviated platting procedure when the tract is small in size, surrounding conditions are well defined and no new streets and no variances are required.
    J. DIVISION OR CONSOLIDATION OF PLATTED LOTS into one or more lots may be allowed by an abbreviated platting procedure when no variances are required.
